Why is the base comp/salary at SmartBear so low? Is management doing anything to address that and get it to at least average market comp levels? Or is it viewed as a feature not a bug of the comp package?

nothing is being done to address it and why it creates so much churn on the sales floor. During the boom Smartbear had a lot of transactional business and it was all but a guarantee you would make your way to 70-80% of your number, if not higher for the talented. It's a great place to grow your career very quickly because you can move up to the open spots and parlay the experience into a bigger role.

They don’t care.  Their business model was promote from within and backfill for talent leaving for the last few years, which was easy when the market was strong.  Now that things have taken a turn, the products are being exposed, support is lacking, and there is nothing being done to address it.

Honestly, it is because they do not care about employee retention and prioritize a constant moving sales process. The products are so strong that they know that they can make sales and constantly find new hires, so they keep the salary at an embarrassingly low amount because they can. Management never did anything to address it because again, they knew people would still accept the low salary and they would be able to hire. I would advise strongly against working in this sort of culture.
