How are alot of reps getting promoted fromGrowth AEs to Strategic AEs directly I've noticed multiple get that promotion. Is Strategic AE the highest role at Salesforce?

No. GRB > MM > GB > ENT.

Those two terms refer to different things. Growth is a segment (above Small Business and below Mid-Market). Strategic is a term referring to the type of account.  Generally, a "Strategic AE" would cover a global enterprise customer, possibly even a KAD account (Key Account Director). If an is going from Growth to "strategic," then it's probably just a title they've given themself or possibly placed on a team with accounts that are considered strategic.

In my experience  (10 years when I left) there is no such thing as Strategic AE. They are all AEs and have a band from AE4 generally up to AE 10 which is the maximum. The bands indicate seniority and pay grade. Sometimes AEs are stuck in one band and want a pay rise or promotion they can't get and so threaten to leave. SFDC doesn't allow to switch by 2 bands in one go so in order to keep the AE who's revolting they give him a Strat AE role so they can justify a pay typically higher than the band they are in.

You’re probably seeing people that go from GRB to ECS (Enterprise Corporate Sales). They just say they are now Enterprise bc it sounds better on LinkedIn and gets you better looks from recruiters.

Since SMB and Growth both report to the SMB executive leadership team, and Mid-market and Enterprise both report to the Strategic executive leadership team, you're probably seeing people go from Growth to Mid-market.
