Ryan from RepVue here!  We’re launching a feature called ‘business units’ to differentiate roles within Oracle. We’re thinking:
Cloud Infrastructure
Cloud Application
Fusion Cloud ERP
Netsuite Cloud ERP
Are these appropriate? Or maybe other internally known business units that operate independently?

I am afraid No. Broadly divide them into Apps and Tech

Tech: OCI - Oracle Cloud Infrastructure. Database, Analytics, Security, Low code etc.

Apps:
Fusion Cloud ERP covers almost everything related to ERPs, such as Finance, Procurement, SCM, HCM, CX etc.
NetSuite is independent business unit, so you got this right.
And then there are different business units such as Flexcube, Oracle Health (which is not Cerner) etc.

Indeed it is appropriate, maybe add another BU called GBU for Global Business Units that do not fit in any of the mentioned categories, mainly related to vertical solution out of the box like ( Finance, Retail, Oil&Gas, Healthcare, ...)

That would be a good start. Oracle Cloud Infrastructure and PaaS  would be considered “Tech” and then netsuite, Fusion ERP, Sales Cloud would be considered “apps”

There are many Business Units. To name a few,  Oracle Cloud Infrastructure, On Prem, Apps (cloud and on prem), ERP, Netsuite, HCM, MySQL, Hardware, Java, Linux, AI, etc.

Within the Fusion Cloud Apps category there are also two main segment groupings - hyper growth (mid-market), and Enterprise ($1B+ co's in annual revenue)

These suggestions are ok but they are technically products, not business units. Please also add “Oracle Local Government (LGGIU)” which stands for Local Government Global Industry Unit. That GIU sells products of 1) NetSuite For Government ERP and 2) Oracle Public Safety Suite.

100%.  This should definitely be differentiated. Selling OCI is way different than selling tech licenses, and SaaS. Comp structures are also different so that would be good for people to know when looking at different roles.
