Was told that I’d need to be prepared to source 20% of my deals - reality is I need to source 90%+. Inbounds are basically nonexistent. Nobody is coming close to hitting.

Your experience will depend a LOT on the region and manager. Some regions are oversaturated, with little opportunities to hit quota.
