Vertical structure and constant restructures create challenges and inconsistencies. Constant employee and management churn. Outsourcing of support functions to foreign labor in widely varied time zones (India to Eastern Europe and every point in between) creates challenges. The company refuses to provide a summary description or mathematical breakdown of the incentive plan year over year and you need to chase incentives based on what you estimate is correct.
