How would you describe the company's current culture for sales reps and does the product stand up well in the market versus competition?

Culture varies by region. Generally it pretty poor. Icertis made up an acronym FORTE for its values but rarely seems to follow them. Nobody likes hypocrisy or insincerity.
They still do an annual stack rank and look to flip the bottom people by lazy HR PIP process. Just cut commission rates to 8%.

Usual sales culture for a funded company : everything is fine until they realize they will not make the numbers.

Regarding the market fit, I think it depends on geographies and market maturity.
in europe, nowadays, the market is really immature and win rate was below 5% last year.

The culture took a sharp turn for the worst beginning of 2023. There is extreme pressure to make numbers without any internal support to make that happen. Implementation is complicated and rarely successful as internally and externally no one seems to know the product - customer attrition is high.
